From Feasibility to Future-Ready Learning

Planning and Decision-Making

The project began with a comprehensive feasibility and master planning process. During this phase, Emergent evaluated existing conditions at John Cline Elementary and West Side Early Childhood Center, including building systems, space utilization, educational functionality, and long-term maintenance costs. While renovation options were carefully studied, the assessments revealed that replacement would provide a more effective and sustainable solution.

As a result, the district advanced a bond referendum to fund a new elementary school. In November, voters approved the $38 million bond with strong community support, reflecting a shared commitment to investing in education and student success.

Design Approach

The new elementary school is designed to create a safe, welcoming, and engaging learning environment. Classrooms are organized to support collaboration, small-group learning, and hands-on instruction, while shared spaces encourage connection and community use. In addition, specialized areas for physical education, student support services, and flexible programming enhance the overall educational experience.

Throughout the design process, Emergent worked closely with district leadership to align the facility with instructional goals, operational needs, and long-term planning priorities. Clear circulation, improved security, enhanced indoor air quality, and modern building systems were integrated to support both daily use and future adaptability.

A Future-Ready Learning Environment

This project represents the culmination of years of planning and collaboration between the district, community members, and Emergent Architecture. Once complete, the new elementary school will provide Decorah students with a 21st-century learning environment designed to support growth, innovation, and academic success for generations to come.
